The principal of the firm, Tim Miller, AICP, has more than 23 years of professional experience. TMA's in-house staff offers a depth and breadth of experience rarely found in small to mid-size consulting offices. In-house capabilities include transportation planning, traffic, environmental and community planning, economics, water resources, biology and natural sciences, environmental impact assessment, hydrogeology, hazardous waste investigations, asbestos services. landscape design and wetland delineation. EARTH SCIENCE SERVICES, PHASE 1 AND 2 SITE ASSESSMENTS

Tim Miller Associates, Inc. provides a broad range of groundwater and geoscience related services that include hazardous waste investigations, underground storage tank assessments and Phase I and II site assessments associated with property transfers or feasibility studies. TMA prepares Phase 1 site assessments in accordance with ASTM and Fannie Mae standards. Asbestos inspections are also provided. Groundwater services range from individual well location selection to groundwater exploration and testing and development of community water supplies.

WETLAND SERVICES

Assistance in the areas of wetland delineation and permit processing involving activities in both tidal and freshwater areas are particular specialties of the firm. Our landscape architects and wetland specialists are adept at developing mitigation plans that meet the requirements of the US Army Corps of Engineers, the New York State Department of Environmental Conservation and local agencies. Mitigation plans including location, size, grades, specification of landscape species, required hydrology, and erosion control programs are also provided.

Wetland boundaries are field delineated by in-house experts according to the following agency criteria:

TRAFFIC & PARKING STUDIES
Tim Miller Associates, Inc. has an excellent reputation for its full range of in-house transportation planning and traffic analysis capabilities. Services have been provided within all boroughs of New York City and surrounding metropolitan areas. Available services include:

All work is done using state of the art computer methodology in accordance with contemporary engineering standards.

TMA has performed traffic and parking studies for a very wide range of land use activities that have included hospitals and related medical facilities, residential subdivisions, high-density high-rise projects, large mixed use projects, neighborhood and regional shopping centers, office parks, industrial parks, small to large manufacturing facilities, not-for-profit housing for the elderly, nursing homes, marina proposals, rezoning applications and Town Master Plans. All traffic work is done using methodology outlined and accepted by the Institute of Transportation Engineers, the Transportation Research Board and applicable agencies such as the New York State Department of Transportation and the New York City Department of Transportation.

TMA use an experienced team of traffic technicians to collect field data throughout the metropolitan area. We can quickly assemble teams of up to 20 technicians to carry out complex data gathering programs that include manual turning movement counts, speed runs, and parking inventories.

 
 
DEVELOPMENT FEASIBILITY STUDIES
Experience has proven the cost effectiveness of completely evaluating the physical and jurisdictional constraints associated with a potential project site prior to site selection and/or purchase. Too often, projects become shelved late in the application process because an undiscovered wetland severely limits development options, the study of a locally sensitive archaeological resource creates exorbitant development costs, soils are unsuitable for wastewater treatment purposes, or a sufficient groundwater supply cannot be found.

Tim Miller Associates, Inc. assists clients in selecting the best possible site for their next project before significant investments are made. After examining the project requirements (type of development, desired scope and size, building types and sizes, etc.), Tim Miller Associates, Inc. will then evaluate potential project sites based on the following physical criteria:

Presence of wetlands
Presence of steep slopes
Presence of shallow or exposed bedrock
Soils septic suitability
Preliminary groundwater supply evaluation
Potential access points
Necessity of stream/wetland road crossings
Presence of potentially significant historic and/or archaeological resources

The existing conditions of the proposed development site will then be examined in conjunction with and in relation to the regulatory constraints of the appropriate state, county and municipality within which the site lies, particularly:

Health regulations (septics, sewerage, water supply)

Tim Miller Associates, Inc. will then prepare a summary outlining the development feasibility of the project site under current regulations, as well as potential alternatives and the likelihood of obtaining any necessary variances or permits. Based on these analyses, a final recommendation can be made which will significantly reduce the economic risks normally associated with land development projects.

With landscape architects on staff, TMA can also prepare site plan and subdivision layouts evaluating potential development yield for various uses including roads, parking, lot layout and building footprints.

 
 
LANDSCAPE PLANNING SERVICES AND ENVIRONMENTAL PLANNING STUDIES
Landscape and site planning services are provided in-house at TMA. These services often complement other work being done by the firm be it master planning, feasibility studies, or environmental impact statements.
